The Building and Safety Department’s mission is to protect the safety and well-being of residents, businesses, and visitors in the City of Needles. This is achieved by thoroughly reviewing construction plans before any work begins and conducting inspections throughout the project’s duration to ensure compliance with all applicable codes and standards.
Responsibilities
The Building and Safety Department provides plan review and building inspection services. It is responsible for enforcing the following:
- California Building Code (CBC)
- City of Needles Municipal Code
- Electrical, Mechanical and Plumbing Code
- Other relevant provisions of County, State, and Federal health and safety codes

Permit System
The department manages the City of Needles’ permit system, streamlining the construction permit process to improve efficiency and customer service. Construction project applications can be submitted online through the City’s permitting platform. The permitting process is coordinated across multiple departments to provide a seamless experience and a single point of contact for applicants.
