
The City Council appoints the City Manager, who serves as the administrative head of the City. The City Manager is responsible for all City departments and provides leadership and direction for day-to-day operations.
Under the policy direction of the City Council, the manager is responsible for enforcing all laws and ordinances adopted by the Council. This includes preparing the annual budget with assistance from the department heads. The City Manager also serves as the Executive Director of the Needles Public Utility Authority and Executive Director of the Needles Housing Authority.

Patrick Martinez has served as City Manager of the City of Needles since October 2023, overseeing day-to-day operations and working closely with the City Council to implement its policy direction and long-term goals. He brings more than a decade of public sector experience focused on economic development, infrastructure investment, and organizational leadership.
Mr. Martinez began his career with the City of Needles in 2017 as Director of Development Services and was promoted to Assistant City Manager in 2021. In these roles, he has helped guide significant private investment, modernize city infrastructure, and strengthen essential public services that support residents and businesses alike.
Under his leadership, the City has advanced major economic development initiatives, improved streets and utilities, expanded recreational amenities, and strengthened Needles’ position as a regional destination along Route 66 and the Colorado River. He emphasizes collaboration, fiscal responsibility, and transparency in city operations.
Mr. Martinez holds a Bachelor of Science in Public Policy and Real Estate Development and a Master’s degree in Urban Planning from the University of Southern California. He is an Accredited California Economic Developer and remains committed to building a resilient, sustainable future for the Needles community.
