The City of Needles is a Charter City, which means it has its own set of rules that govern how the city operates. The Mayor is elected for a two-year term and there are six City Council members who are elected to serve four-year terms. The City Council picks one of its members to be the Vice Mayor after each election. Together, the Mayor and City Council make important decisions about how the city is run and work to improve the community.

Special meetings and workshops are scheduled as needed. During the meetings, the Council discusses city issues, listens to the public and votes on decisions that affect the residents of Needles. Janet Jernigan - Mayor
Janet Jernigan brings business experience, involvement in community groups, and a love of Needles. This background has helped her serve as Mayor since 2022, to address the needs of our City.
Being raised in Needles her whole life, attending schools and church, a small-town life was the best and molded her dedication to see Needles be a community rich in life for everyone. Especially in times like now, it is important we care for all and plan the future for generations to live here.
Through the years, she has been active in events. Starting a Farmers Market, which ran successfully for 4 years. Serving as President of the Needles Downtown Business Alliance, Pi Epsilon Sorority and Friends of El Garces. Shared Farmers Insurance with her husband for 34 years in downtown Needles, always supporting local causes.
Serving as Mayor has solidified her dedication to Route 66 and making sure Needles is a destination for travelers. Serving on boards throughout San Bernardino County, Jan is active in making sure our city's needs are recognized.

Ellen Campbell - Vice Mayor
Ellen Campbell serves as Vice Mayor of Needles, California, bringing more than four decades of community service, public-minded leadership, and unwavering dedication to the city she has proudly called home since 1984. Throughout her life, Ellen has committed herself to strengthening families, expanding local resources, and preserving the character and spirit of the desert community she deeply loves.
Ellen’s professional path began early. At just fifteen, she worked in a law office, gaining firsthand experience with confidentiality, ethics, and public trust—values that would anchor her future roles in both the private and public sectors. After earning her credentials as a Certified and Registered Dental Assistant, she joined Nissan Motor Corporation, rising through several departments to executive administration in advertising and sales promotion.
After relocating to Needles, Ellen played a key role in opening and operating her husband’s law practice, serving as a paralegal and administrative legal assistant for more than 40 years. She later extended her dedication to public service through her work with the County of San Bernardino as a substance abuse counselor, helping families remain stable and ensuring children could stay connected to their schools and communities.
A devoted mother of eight and foster mother to nearly 200 children, Ellen’s life has been defined by service, generosity, and compassion. Her commitment to the community extends to numerous civic and charitable organizations, including the Needles Women’s Club, Soroptimist International, BPODoes, Rotary, Lions, Kiwanis, and the American Cancer Society. Beyond her service work, she enjoys photography, stained glass, gardening, golfing, camping, and off-roading — though her greatest passion remains her family and the city of Needles.
Encouraged by her peers to seek public office, Ellen was elected to the Needles City Council in 2020 and reelected in 2024. Her fellow councilmembers selected her to serve as Vice Mayor in recognition of her leadership, work ethic, and collaborative spirit. In this role, Ellen continues to champion efforts to revitalize Needles, strengthen tourism, expand recreation, and protect the local environment. She remains deeply committed to ensuring that Needles thrives for future generations and continues to be a place where families can grow, feel supported, and take pride in their community.

A little bit about myself: I was born and raised in Southern California. My father was very involved in politics, though I never initially planned to follow that path—until I moved to Needles, CA in 2017. I began connecting with the community through my work with the Sheriff K9 unit to combat drug abuse and by hosting a local radio show. Through countless conversations with residents, it became clear that people were looking for something different than the usual approach.
When I made the decision to run for office, I took a long, honest look at myself and asked: “Can I truly serve the people of Needles well?” The answer was yes—but only if I removed “I,” “me,” and “myself” from the equation and focused fully on representing the people of this beautiful city.

Jamie McCorkle
Jamie McCorkle serves as a dedicated member of the Needles City Council, bringing a strong background in marketing and project management to her role in public service. Elected in 2022, Jamie is passionate about creating a more equitable, sustainable, and thriving community for all residents of Needles. A resident since 2001, she is deeply committed to enhancing the quality of life for all who call Needles home.
Since her election, Jamie has been instrumental in advancing initiatives that promote fiscal responsibility, public safety, and community development. Her work includes championing a "downtown" designation and beautification plan, developing an Off-Highway Vehicle (OHV) plan, and advocating for stricter enforcement of cannabis tax collection to ensure the city's financial health and accountability.
Beyond her council duties, Jamie represents Needles on the Mojave Desert Air Quality Management District's Governing Board, collaborating with regional leaders to address environmental concerns across San Bernardino County’s High Desert and Riverside County’s Palo Verde Valley. She also serves on various ad hoc committees, working to build solutions for the unique challenges facing the city.
Jamie is a mother of three and the wife of a lifelong Needles resident, whose family has been part of the city's history for over 100 years. A published writer and photographer, Jamie enjoys capturing the essence of Needles and the Mojave Desert through her photography.
Jamie continues to apply her expertise in marketing and business development to foster community engagement and economic growth. Her commitment to transparent governance, creative vision, and proactive leadership makes her a valuable asset to the City of Needles.
JoAnne Pogue

JoAnne's Bio
Born and raised in Minneapolis, JoAnne was introduced to Needles in 1969, spending Christmas with her sister and family.
Since then, JoAnne visited Needles countless times over the years, celebrating family functions or vacationing. She purchased her sister's home and relocated to Needles in 2021.
She spent her career in banking, primarily in the consumer protection area until her retirement.
She has one adult son.

I am a lifelong resident of Needles and a proud fourth-generation member of this community. As a mother, nurse, and wife, I care deeply about the well-being of the people who call Needles home. I believe that true wellness includes physical, mental, spiritual, social, and cultural health.
My priorities include supporting smart, sustainable economic growth and finding creative, practical solutions to local challenges—especially improving access to grocery stores and expanding housing options. I am committed to advocating for Needles at the city, county, state, and federal levels to ensure our city remains a priority.
Above all, my goal is to be a strong voice for the people of Needles—bringing in resources, supporting local families, and advancing real solutions to everyday needs. I’m dedicated to helping our community grow while protecting the small-town values that make it special.
