The Planning Department is responsible for implementing the City of Needles’ General Plan, a comprehensive framework that outlines the vision and goals for the City’s development. The General Plan is the cornerstone for applying the City’s Development Code, which sets the standards for growth, as well as various specific plans that define zoning districts and guide development throughout Needles. This plan ensures that the City evolves in a thoughtful and sustainable way.

Ensuring Compliance & Consistency
The Planning Department ensures that all proposed developments meet the City’s established standards and comply with State regulations concerning environmental impacts and subdivisions. This process is essential for safeguarding our environment and enhancing the quality of life for Needles residents.
In partnership with other City departments—such as Building, Public Works, Code Enforcement, Engineering—and state and federal agencies, the Planning Department works to ensure that new developments are supported by the necessary infrastructure and services. Additionally, we provide valuable information about zoning, land use, and development regulations to various stakeholders, including:

Development, Modifications & Upgrades Requirements
Any new development or modifications/upgrades to existing commercial, industrial, or residential properties must first be reviewed to ensure they comply with the City’s Development Code, any relevant Specific or Community Plans, and the City’s General Plan.
