The Housing Authority of the City of Needles provides rental assistance to help very low-income families afford decent, safe, and sanitary rental housing though varies programs. Current programs are Public Housing (PH), and the Housing Choice Voucher Program (HCV), commonly known as Section 8 and the Veterans Affairs Supportive Housing (VASH) program.
These programs are administered by local public housing agencies (PHAs) authorized under State law to operate housing programs within an area or jurisdiction. The PHA accepts the application for rental assistance, selects the applicant for admission, and issues the selected family a rental voucher or admission into public housing after confirming the family’s eligibility for assistance.

HUD Requirements
The Housing Authority of the City of Needles Housing Choice Voucher (Section 8) waiting list is CLOSED.
The Housing Authority of the City of Needles Public Housing waiting list will remain open. Apply in person or call to request an application to be mailed.
The Housing Authority of the City of Needles Veterans Affairs Supportive Housing (VASH) application will need to be referred from your VA representative.
Landlords and Property Managers that have, or may have, open rental properties are encouraged to provide their contact information to the City of Needles Housing Authority to be placed on our Housing Contacts Distribution List.
Notes for Other Housing Authority Jurisdictions
When mailing a portability packet, please include verification that your agency has submitted an action code “5” Portability Move Out (provided that they are not a new Admission). This is requested in an effort to reduce/eliminate PIC errors. **All e-mails must be secured/encrypted due to Personally Identifiable Information (PII) and Enterprise Income Verification (EIV) Security Requirements.
HUD regulation 24 CFR 982.355(c) (4) requires the initial PHA to provide the receiving PHA with the most recent form HUD-50058 and related verification information. Related verification information includes the family’s Income Report from the Enterprise Income Verification (EIV) System.
Notes for Participants
If you are currently a Voucher participant in another Housing Authority’s jurisdiction, you may transfer to the Housing Authority of the City of Needles. You may advise your current Housing Authority that we are current billing incoming portability transfers. The Administration fee for The City of Needles Housing Authority is $119.70 effective 2023.
Changes to household circumstances must be reported to the Housing Authority within 10 business days.
